UN BIO/4991, the American Council on Germany board biography, and the Hertie School profile state that from 1999 to 2005 Heusgen served as Director of the Policy Unit for High Representative Javier Solana in the General Secretariat of the Council of the European Union. That is the title as the official bios print it.

Solana was the EU’s High Representative for the Common Foreign and Security Policy. The Policy Unit sat in Brussels. This site does not upgrade that title into an invented author credit on the 2003 European Security Strategy. Secondary write-ups have described him as part of that drafting effort.
